The Department of Emergency Services and Public Protection, Police Officer Standards and Training Council’s Field Services Training Division, is offering a one-day (1) training seminar titled “Technology Pitfalls for Law Enforcement – Legal, Policy, and Operations.”  This course will be presented by Attorney Eric Daigle of the Daigle Law Group.

This course is designed to prepare law enforcement personnel, particularly supervisors and decision makers, for the legal and operational challenges presented by rapidly evolving technologies.  With technology now integrated into nearly every aspect of police operations, this course provides critical guidance on how to navigate policy development, legal compliance, and operational best practices.

Participants will explore national legal standards, Department of Justice Consent Decree language, and case law surrounding technology use in law enforcement.  The training focuses on ensuring constitutional protections - particularly 1st and 4th amendment rights - are preserved while leveraging technology to improve effectiveness and enhance officer safety.

Key areas of Instruction:
• Expectation of privacy in digital environments
• Seizure of personal mobile devices and handling electronic discovery in criminal and civil investigations
• Legal and policy implications of using personally owned vs. department-issued technology
• Video and photography of and by police officers
• First Amendment protections related to public recording and officer expression
• Accessing and managing cell phone data under legal standards
• Impact of social media platforms (i.e. Facebook, X/Twitter, Instagram) on internal investigations, officer conduct, and department image

Reporting Instructions
Tuition for this course is $75.  Lunch may be purchased at local restaurants.  The uniform Dress Code for POST In-Service training (General Notice 23-02) will be in effect.  We ask that all training supervisors inform assigned personnel that they are required to dress accordingly.

The training session is scheduled from 8:00 AM to 4:00 PM at the Connecticut Police Academy, 285 Preston Avenue, Meriden, 06450.
