The Department of Emergency Services and Public Protection, Police Officer Standards and Training Council’s Field Services Training Division is offering a one (1) day, training seminar on “Supervisory Liability for Effective and Constitutional Policing.”  The seminar will be presented by Attorney Eric Daigle of the Daigle Law Group.

This seminar focuses on legal analysis, management guidance, and interpretation of current industry standards addressing supervisory/municipal liability and current police practices in practical and constitutional policing.  The training focuses specifically on civil and criminal liability that is imposed on command-level and first-line supervisors, including effective & Constitutional standards of policing and accepting citizen complaints.

Through a blend of legal instruction and real-world application, this course explores the evolving legal landscape affecting law enforcement leaders, particularly in areas such as accountability, internal oversight, and public trust.  Key topics include standards for effective and constitutional policing, the obligations of supervisors in accepting and handling citizen complaints, and the aligning agency practices with legally accepted norms.

Key areas of Instruction:
• 42 U.S.C. § 1983 – Civil liability for constitutional violations by law enforcement personnel
• 42 U.S.C. § 14141 – Federal pattern or practice investigations of police
• DOJ Consent Decree Language – Common elements and implementation strategies
• Monell v. Department of Social Services – Establishing municipal liability through agency policies and customs
• Individual Supervisory vs. Agency Liability – Application of Monell principles to command decisions
• The Deliberate Indifference Standard – Recognizing and avoiding liability through proactive supervision
• Generally Accepted Police Practices – Benchmarking operational standards with national best practices
• Civil and Criminal Liability for Supervisors – Understanding exposure under both state and federal law
• Accepting and Managing Citizens’ Complaints – Legal obligations and procedural best practices

Reporting Instructions
Tuition for this course is $75.  Lunch may be purchased at local restaurants.  The uniform Dress Code for POST In-Service training (General Notice 23-02) will be in effect.  We ask that all training supervisors inform assigned personnel that they are required to dress accordingly.

This training session is scheduled from 8:00 AM to 4:00 PM at the Connecticut Police Academy, 285 Preston Avenue, Meriden, O6450.
