The Department of Emergency Services and Public Protection, Police Officer Standards and Training Council’s Field Services Training Division is providing a nine (9) day L.O.C.K.U.P.® Instructor Course.  The seminar will be presented by Lt. Kevin Dillon (ret.) and/or Master L.O.C.K.U.P.® Instructors of KFD Training and Consultation, LLC.  This training is scheduled for three (3) 3-day blocks of training as noted below.  ALL three sessions (9-days) must be attended to successfully complete this course.

Monday, December 21, 2026, through Wednesday, December 23, 2026
Tuesday, January 12, 2027, through Thursday, January 14, 2027
Wednesday, January 20, 2027, through Friday, January 22, 2027

Through lectures, demonstrations, physical hands-on, and practical scenario applications this course is designed to develop instructors in the Connecticut Arrest and Control curriculum.  

Participants will gain:
• An understanding of legal aspects surrounding the use of force
• The ability to apply and understand force is reasonable, timely, necessary, and proportionate to control violent, resistant, or combative individuals
• Instructions on teaching methodologies to deliver physical techniques effectively and assess student competency
• Delivered in an interleaving spaced out schedule to enhance adult learning
• Proficiency in immediate psychomotor skills, physical control tactics provide a direct, proportionate, and measured response to various levels of resistance and aggression
Areas of Focus
• Effective control and restraint techniques within street environments
• Application of tactics across multiple environmental settings
• Development of instructor-level competency to train personnel to safely and efficiently control and secure subjects
• This 72-hour training certification is delivered in three (3) separate three (3) day sessions.  This interleaving style of instruction enhances learning for long-term potentiation

Students successfully completing the course will receive Review Training Credit in the following areas:
• Area 209    Use-of-Force (4 hours)
• Area 306    Mechanics of Arrest (24 hours)
• 306A       Handcuffing (6 hours)
• 312       De-Escalation (4 hours)
• 401       Interpersonal Communication (2 hours)

Please be advised that this course is physically intensive and involves physical combat training. All participants should be in good physical condition.

Resources Required
Students are required to bring the following for L.O.C.K.U.P. ® Training:
• BDU Type pants/short sleeve shirts
• Mouth guard
• Combat boots or wrestling shoes with ankle support
• Body armor
• Duty belt and red gun
• Groin protection
• Second set of training clothing daily

Tuition for this course is $300 per student.

This training is scheduled for three (3) 3-day blocks of training as noted below.  ALL three sessions (9-days) must be attended to successfully complete this course.  Training will be from 0830 to 1630 daily

Lunch may be purchased at local restaurants.  The uniform Dress Code for POST In-Service training (General Notice 23-02) will NOT be in effect.  We ask that all training supervisors inform assigned personnel that they are required to dress accordingly.

Training will take place from 8:30 AM to 4:30 PM daily at the Connecticut Police Academy, 285 Preston Avenue, Meriden, 06450.
